He is the author of the prize-winning books, Racing the Enemy: Stalin, Truman, and Japan's Surrender in the Pacific War (Harvard University Press, 2005), The Northern Territories Dispute and Russo-Japanese Relations (University of California, 1998), and The February Revolution, Petrograd, 1917 (University of Washington Press, 1981).
