Dr. Milakovich is a widely published author of journal articles and books on a variety of subjects in digital governance, digital learning, political science and public administration. George J. Gordon is a professor emeritus of political science at Illinois State University in Normal, Illinois. He is a member of the American Society for Public Administration and author of numerous conference papers and journal articles on federalism and intergovernmental relations.
